Reverend Celeste E. Tolliver-Kelley (affectionately known as "Minister Celeste") was born and reared in Hamtramck, Michigan, and has one son, LaMont, who is the joy of her life. She received her degree in Paralegal Studies from Macomb Community College in 2002 and her Bible Diploma in May, 2008 from Birmingham Bible Institute.

The Lord first anointed Reverend Celeste musically, at age 3, and she obtained her foundations at The Historic Little Rock Baptist Church (Dr. Jim Holley, Pastor). Reverend Celeste has served as the Minister of Music for Christian Tabernacle Church (Dr. James L. Morman, Pastor), the former Second Corinthian Baptist Church (Rev. Henry H. Hall, Jr., Pastor) and Church Musician for the Williams Chapel LIFE Church. After years of serving musically, the Lord anointed her for a higher calling where she was licensed and ordained to preach the gospel by Dr. James L. Morman. She currently serves as Minister of Administrative Services as well as the Marketing and Events Coordinator for the Williams Chapel LIFE Church, and from 2007-2009 served as Special Assistant to Pastor James C. Jones. She also serves as Virtual Administrator for various pastors in the Metropolitan Detroit area.

She has hosted the Write The Vision - Victorious Visionaries Radio Show on 88.1 FM - WHPR in Detroit, Highland Park and Hamtramck, MI where she was heard on Mondays at 5:30 PM, and has appeared on Dr. Stacia Pierce's 2008 International Women's Success Conference Dream Panel as a noted radio personality and radio show host. She's listed in Cambridge Who's Who among Executives, Professionals and Entrepreneurs and was also included in the 2009 Who's Who in Black Detroit listing. She was formerly a Hunter House Champion supporting teenage girls who have aged out of foster care with Versandra Kennebrew, Author of "Thank God for the Shelter". She has received honors for Community Service through The SISTAHS Ministry International from Mt. Zion's Just A Prayer Away Women's Ministry. She has also been named as the very first Community Mother of Legacy and 2012 Woman of Distinction by Empowerment Temple Church (Pastor Reginald Rose). In May 2012, she was honored as the Black Pearls Victorious Woman and Volume 3 of the "Sister Girl..." Series was selected as the Victorious Book of the Month by Ella Curry's Black Pearls Magazine. She has also been featured by Faith ABeliever's Book Club, in September, 2012 was honored by Dr. Katheryn Jones Ministries for the community service rendered with The S.I.S.T.A.H.S. Ministry, and the personal radio and television interviews list for Minister Celeste continues to grow. Currently she serves on the Advisory Board for Sisters Acquiring Financial Empowerment (S.A.F.E.), Kalyn Risker (Founder), supporting victims of domestic violence, as is a Freelance Writer for The Michigan Chronicle's PraiseConnect Detroit Team. In April 2012, Minister Celeste birthed "Sister Girl..." Ministries offering workshop and coaching services to inform, ignite and elevate individuals to their purpose and destiny. Through "Sister Girl..." Ministries and The SISTAHS Ministry International, Minister Celeste has sown into the lives of many women and teenage girls all over the United States.

"Minister Celeste" is the Author of the 2008 nationally distributed "Sister Girl..." Series which features "Sister Girl... It's Not That Serious!!" containing self-motivating and empowering principles to encourage women on the road to their destiny, as well as "And The Sisters Said, 'Amen!'" which provides of self-evaluation and foundational principles as the vision comes to pass while on Destiny's Road. In April 2012, she authored Volume 3 of the "Sister Girl..." Series, entitled "The Drama Queen's Prophecy: Breaking the Chains and Bursting into Breakthrough." The "Sister Girl..." Series was motivated by the calling that God has on Minister Celeste's life to help and encourage women and girls. As Founder and CEO of "Sister Girl..." Ministries, Co-Founder and Director of The S.I.S.T.A.H.S. Ministry International, Author, Songwriter, Radio Show Host, and assistant in the Kingdom building of three ministries, Reverend Celeste Kelley is a woman on a mission for God.
